Notice on Reiterating Strict Implementation of the "Five Musts" Inspection for Dangerous Goods Entering the Port

Dear valued airline customers and agency partners:
In accordance with the "Shanghai Management Measures for the Safety of Hazardous Chemicals", the "Notice on Further Strengthening the Management of Road Transportation, Storage, and Transportation Links of Goods (Hazardous Chemicals) in This City" (hereinafter referred to as the "Notice"), and the "Rules for the Road Transportation of Dangerous Goods" (Standard No. JT/T 617), as well as other relevant laws and regulations, and in conjunction with the management requirements of superior competent authorities, PACTL and PACTL WEST solemnly emphasize that the consignee (agent) must strictly comply with the requirements of the aforementioned laws and regulations when picking up inbound dangerous goods. In this process, PACTL (including PACTL Hongqiao) and PACTL WEST will conduct qualification reviews of personnel and vehicles, which include but are not limited to:
(1) Information on vehicles transporting dangerous goods;(2) Qualification certificate for drivers of vehicles transporting dangerous goods;(III) Qualification certificate for dangerous goods escort;(4) Qualification certificate for road transport personnel;(5) Road Transport Certificate of the People's Republic of China.Meanwhile, the "Notice" requires carriers to submit "electronic waybills" in accordance with regulations before transporting dangerous goods (hazardous chemicals). When submitting, the carrier should standardize the filling of the name of the dangerous goods (hazardous chemicals), UN number, CAS number of the hazardous chemicals, and the full name of the consignee and consignor. The electronic waybill prepared by the carrier should be handed over to the driver to carry with the vehicle and kept properly.
