In order to implement the requirements of the notice of the State Council on the replication and promotion of the Sixth Batch of reform pilot experience in the pilot free trade zone (Guo Han [2020] No. 96) and facilitate the return of cross-border e-commerce retail imported goods, the General Administration of customs decided to comprehensively promote the "cross-border e-commerce retail import return center warehouse mode" (hereinafter referred to as the return center warehouse mode). The relevant matters are hereby announced as follows:

1、 The return center warehouse mode means that under the cross-border e-commerce retail import mode, the domestic agent of the cross-border e-commerce enterprise or the warehousing enterprise within the customs special supervision area entrusted by it (hereinafter referred to as the return Center Warehouse Enterprise) can set up a special storage place for the return of cross-border e-commerce retail imported goods in the customs special supervision area to receive, store and store the returned goods The customs supervision system in which sorting and other processes are carried out in the original customs special supervision area. 

2、 This announcement is applicable to the return of cross-border e-commerce online shopping bonded retail imported goods (supervision method code 1210) carried out in the areas under special supervision of the customs.

3、 The customs credit rating of a return center warehouse enterprise that applies to set up a return center warehouse and carry out return management business accordingly shall not be a dishonest enterprise.

4、 When carrying out the return business, the enterprise in the return center warehouse shall delimit a special location, be equipped with a video monitoring system networked with the customs, use the computer warehouse management system (WMS) to carry out information management on the sorting and tallying of goods in the return center warehouse, and network with the customs information supervision system in the manner specified by the customs, Submit relevant data that can meet the supervision requirements to the customs and accept the supervision of the customs. 

5、 The return center warehouse enterprise shall establish a return process monitoring system, commodity traceability system and relevant management systems to ensure that the returned commodities are commodities from the original export region, truthfully declare to the customs, accept customs supervision, and bear corresponding legal responsibilities.

6、 After sorting the returned goods in the return center warehouse, the enterprise in the return center warehouse shall formally declare the return of goods that meet the return supervision requirements to the customs information supervision system according to the current regulations; For commodities that do not meet the return supervision requirements, the enterprises in the return center warehouse shall re transport them out of the area for corresponding disposal.

7、 Enterprises in the return center warehouse shall pay attention to safe production, do a good job in the prevention and control of return risk, improve the management system from the aspects of return collection, bayonet entry into the region and consumer management, standardize the operation, abide by the regional management system, and cooperate with the customs to strengthen the supervision of the actual goods of the goods in the return center warehouse.

8、 This announcement shall come into force as of the date of promulgation. Matters not covered herein shall be implemented in accordance with the current provisions of the customs.
