To further optimize the business environment at ports and facilitate enterprises' access to customs declaration documents and data within the retention period, the General Administration of Customs has decided to launch a pilot program for self-service inquiry and printing of customs declaration documents and data at the customs offices in Beijing, Manzhouli, Fuzhou, Xiamen, Qingdao, Changsha, Guangzhou, Huangpu, Haikou, and Nanning from August 1, 2025. The relevant matters are hereby announced as follows:

1. The term "customs declaration documents" referred to in this announcement refers to the "Customs Import and Export Goods Declaration Form of the People's Republic of China" and the "Customs Import and Export Goods Record List of the People's Republic of China" that have been processed and filed after completing customs procedures (hereinafter referred to as "customs clearance"), excluding accompanying documents.II. The retention period for customs declaration documents is as follows: 11 years after customs clearance for documents related to tax reduction or exemption, and non-priced equipment in processing trade; 5 years after customs clearance for documents related to processing trade (excluding non-priced equipment); and 3 years after customs clearance for documents not falling under the aforementioned circumstances.
