To further standardize the declaration practices of exporters, the General Administration of Customs has decided to adjust the relevant items on export customs declarations as follows: Add the declaration items "Prohibited and Restricted Control Identification Code" and "Prohibited and Restricted Control Declaration Elements." The above declaration items are conditionally mandatory fields, and detailed instructions for completion can be found on the "China International Trade Single Window" website (URL: https://www.singlewindow.cn). This is hereby announced.

In accordance with the "Measures for the Administration of Customs Registration and Record-filing Enterprise Credit" (Order No. 282 of the General Administration of Customs), the General Administration of Customs has revised the "Customs Advanced Certification Enterprise Standards" and its explanation (issued in Announcement No. 106 of 2022 by the General Administration of Customs) (see Annexes 1-4 for details), and formulated the "Customs Certified Enterprise Standards" (see Annexes 5-7 for details). These amendments and standards are hereby issued and shall come into effect on April 1, 2026.

To further optimize the business environment at ports and facilitate enterprises' access to customs declaration documents and data within the retention period, the General Administration of Customs has decided to launch a pilot program for self-service inquiry and printing of customs declaration documents and data at the customs offices in Beijing, Manzhouli, Fuzhou, Xiamen, Qingdao, Changsha, Guangzhou, Huangpu, Haikou, and Nanning from August 1, 2025.
