The provisions of the customs of the people's Republic of China on the administration of the classification of import and export goods and commodities, which were deliberated and adopted at the executive meeting of the General Administration of Customs on September 6, 2021, are hereby promulgated and shall enter into force as of November 1, 2021. The provisions of the people's Republic of China on the administration of the classification of import and export goods promulgated by order No. 158 of the General Administration of Customs on March 2, 2007 and amended by order No. 218 of the General Administration of Customs on March 13, 2014, and the measures of the people's Republic of China on the administration of Customs chemical inspection promulgated by order No. 176 of the General Administration of Customs on October 13, 2008 shall be repealed at the same time.

In order to implement the requirements of the notice of the State Council on the replication and promotion of the Sixth Batch of reform pilot experience in the pilot free trade zone (Guo Han [2020] No. 96) and facilitate the return of cross-border e-commerce retail imported goods, the General Administration of customs decided to comprehensively promote the "cross-border e-commerce retail import return center warehouse mode" (hereinafter referred to as the return center warehouse mode). The relevant matters are hereby announced as follows:

The measures of the customs of the people's Republic of China for the administration of enterprise credit for registration and filing, which were deliberated and adopted at the executive meeting of the General Administration of Customs on September 6, 2021, are hereby promulgated and shall come into force as of November 1, 2021. The measures of the people's Republic of China for the administration of Customs enterprise credit promulgated by order No. 237 of the General Administration of Customs on March 3, 2018 shall be repealed at the same time.
